The Dutch driver finished ahead of reigning champion Pascal Wehrlein, who secured second place for Porsche Formula E Team, while Dan Ticktum completed the top three for Cupra Kiro.
The opening session marked the first competitive running of the weekend as teams gathered data and adapted to the demanding conditions of the iconic Monaco street circuit ahead of qualifying later in the day.
